Lawful Access

In the wake of 9/11, the federal government has proposed changes to "Lawful Access" legislation, expanding the ability of law agencies to monitor Canadians' email and other electronic communications.

Under the proposed amendments, Canada's internet service providers (including libraries?) would be required to ensure that their computer systems have the technical capability to provide detailed subscriber information to law enforcement authorities. Furthermore, ISPs could be required to cover the cost of implementing this technology, estimated in the hundreds of millions of dollars.

Libraries and other civil society groups have expressed stong concern about the increased surveillance and erosion of privacy rights of Canadians considered in the Lawful Access proposal.
